An SKTT (Surat Keterangan Tempat Tinggal)

  • Hold a KITAS (Kartu Ijin Tinggal Sementara) – temporary stay permit.
  • 17 years of age or above
  • Married.

A KTP-OA (Kartu Tanda Penduduk – Orang Asing)

It is issued for KITAP (Kartu Ijin Tinggal Tetap) – permanent stay permit holders who are at least 17 years of age or are married.

Both documents are similar in appearance to the Indonesian National ID card (KTP), they only differ in color. The SKTT comes in green. and as for The KTP-OA is has almost same color as to the KTP that Indonesians use.

The Civil Registry office in your city or regency (Kabupaten) can issue them. So, make sure you report you to document the nearest RT and RT. The residence officer in your regency. The ID cards are valid in accordance with the validity period as the KITAS or KITAP that the applicant is holding.

Application (or extension) process

Amount and size of photos differ by locations. The local administrator determines the fees. It should be free but some case you need to pay between Rp 100,000 to Rp 250,000. If you married an Indonesian, if you are an ex-WNI KITAP holder, you will be issued a new KK with your name in it

If you have everything in hand, go to the local Civil Registry office. Most likely, they should issue the ID card on the same day.

However, sometimes you may have to go back and forth to fulfilled some signage and documents. Don’t expect thing will be over in two days. However, if you are in any luck, it may just need 3 days or so.

Penalty for non-compliance

The law states clearly that according to Undang Undang  Nomor 23 Tahun 2006, specifies the following penalties:

  1. If someone doesn’t have the correct identity card or no identity card at all, a fine of up to Rp 2 million.
  2. If you fail to report changes in status such as marriage or name change, a fine of up to Rp 1 million
  3. Failure to show any ID cards such as SKTT/KTP-OA upon request by an official, a fine of up to Rp 100,000

This number seems huge, but most of the time it never made it to court. You will likely have an agreement with the officer in the Local governments set the actual amount of penalties. It is, of course, lower than the maximum allowed by national law.

Pay attention to rules and dates can avoid any additional fee. However, sometimes these officers just make thing up to receive some money for their service outside the required fees.

Best time to apply for SKTT or KTP-OA

After you have your KITAS or KITAP, there is a 14 days spend to apply for SKTT or KTP – OA. There are officers near your place of stay that handle these things. You can even google them, through Dinas Kependudukan dan Catatan Sipil or apply at your local Civil Registry.

These documents need to be valid and updated regularly. If there is any change, then you are required to update within 14 days of the change.

Some of the data changes include changes in address, marital status, etc. It is always better to do this as fast as possible.
